This would be the same case for younger patients who had a need for pre-existing coverage. The question becomes what is fair. Is it fair for people with pre-existing conditions to pay the same amount as someone without pre-existing conditions? Is it fair to raise the premiums for all people to cover the cost of pre-existing conditions? Certainly, these questions are difficult to answer but this is what the pre-existing condition question is all about. Who should pay for the increased cost of coverage and cost of care for these patients?
